Well, I installed Karmic koala (9.10) since, and it workes out of the box, as well as skype. I'm having the same problem with cheese v. 2.28.1 under karmic. For me, when I hit 'record video' the display window goes black (no green tinge) and the Cheese window is still responsive. But when I hit 'stop recording' the program seizes up tight. The symptoms I had where different but seem to be related to the same cause. In my case I fixed the bug fiddling around with the alsa settings until it no longer hanged. Now it works properly. Your problem seems to be audio related as well. What I did to fond what to fix was that I installed a different video recorder program that I had to compile myself (cant remember the name...) that could record video even when audio failed.
