 I didn't prepare a merge, since we're way over Debian import freeze.

Debian import freeze doesn’t stop you from manually syncing or merging
new versions from Debian, it only stops the automatic syncs.  (See
https://wiki.ubuntu.com/DebianImportFreeze.)  Anyway, we’re in a new
development cycle.

Does it make sense to do this as a merge of Debian’s 1.3.0-1,
maintaining a minimal delta from Debian?

  I've prepared an update for nspluginwrapper, which includes new upstream
  release 1.3.0. This is a development version, but it is already in
  Debian unstable repository. I have tested it a bit, and it behaves
  nicely. I will also push it to my PPA [1], so a reviewer can easily test
  it.
  
  I also updated a few patches, as mentioned in the changelog, and added
  one from Debian package.
