I solved this problem in my evolution app by Udating the evolution Install with Synaptic Package Manager. I am running Alpha 5. Once the update was executed the problem of the Missing Apply button in Evolution application was solved. I fail to see how this can bug can be of medium importance. It renders evolution completely useless on initial setup. At https://dev.launchpad.net/BugTriage a criterion for a bug being of critical importance is that The feature is needed to encourage adoption or prevent abandonment of the project.
