Thank you for bringing this bug to our attention. However, a paper cut should be a small usability issue, in the default Ubuntu install, that affects many people and is quick and easy to fix. Lucid still has this manual. Even if there's nothing to replace it with, it should be removed. I have review the change log of kdebase-runtime and I went back as far as I could (Nov 2007) and found no changes. Personally I think the text outline format looks like it has come from the `90s. I never have used khelpcenter because I never have found it useful and even worse it seemed archaic. I would be surprised if even 5% of KDE users find this app of any use. I think that a totally revamped help center would be attractive to many.
