C isn't my native language, so I haven't had much luck reading the source code for the answer. However, I suspect it's either hardcoded within tracker or derived from some other setting, then applied to processes it spawns to do particular functions (like pdftotext). On my system, it is appearing as a crash notification for pdftotext a short time after each boot/login, since upgrading from 9.04 to 9.10 yesterday.
