For me it was enough to blacklist dell-laptop module, it seems to be broken. 
You can check if it's enabled for You by:
$ lsmod | grep dell-laptop

The command:
$ sudo find /sys -name "ieee80211"
gives no output. Does nm-applet have to be enabled to see this entry?

Michal, 
The path comes from the one reported by NetworkManager as it starts and detects 
the wireless device. It should be similar, based within /sys/devices, and end 
with the name of your wireless interface. Going back one directory from 'net' 
you may find ieee80211/phy0/rfkill0/state there. I hope that helps :)

I don't have mentioned file - how did You get it's path? (I guess for me it 
will be different)

Besides, sudo restart network-manager changes nothing connected to the
issue.

Could you check what is the content of the file
/sys/devices/pci:00/:00:1c.1/:0b:00.0/ieee80211/phy0/rfkill0/state
when you reboot, when it works and when it doesn't?

Also, have you tried to just restart network-manager when you see that
you can't enable wireless? If not, you can try next time with the
command: sudo restart network-manager
