Actually, irssi *does* have a menu file, below /usr/share/menu/irssi. It doesn't use the freedesktop files though, and I'm not completely convinced it should. It is a textbased application, and enabling the Debian menu subtree should be possible through installing the menu-xdg package. Also, given that the discussion wether the debian menu system or the freedesktop menu system is better/recommended to use I rather would like to stick with the old menu system. Given the feedback from the Debian Maintainer, and my own personal bias against adding .desktop files for CLI apps, I'm marking this wontfix.
