The kernel has its own metapackages, built from linux-meta, one of which
is installed by default.

Adding a generic kernel to an ubuntu-meta metapackage would penalize
users who install a different kernel, by keeping an additional kernel on
the system (they're large).  Fixing bug #11381 would make this somewhat
more feasible, but still awkward.

ubuntu-desktop doesn't provide any more warning than the kernel, but I
think that's a separate issue (kernel packages should warn you if you're
about to do something destructive)

This has been discussed before Dapper release.
It was pointed out that it was the case for pratical reasons, it does not 
depends on a kernel: for example, for installation in chroot.

At the time, if i remember correctly, the idea of a dummy kernel package
have been advanced.

Confirmed: I can remove all linux-image packages from my machine, and it
will, in fact, do it happily and without complaint or warning. I don't
know if the package management system should, on principle, prevent the
user from doing this (it's not like we print a warning if the user types
"sudo rm -rf /"), but it is as the reporter described.
