The file in question is in the package itself. So, I don't know what's happening here. I tend to think this is not a valid issue. Please try the following sudo aptitude purge scim;sudo aptitude install scim. Aptitude may ask you to deinstall a couple of packages alongside scim. A couple of packages should be OK. If it wants to deinstall half the system, abort.
