5 months without a reply. Marking invalid for belocs-locales-bin
because it lacks the information we need to investigate the problem, as
described in the previous comments. Please reopen it if you can give us
the missing information, and don't hesitate to submit bug reports in the
future. To reopen the bug report you can click on the current status of
belocs-locales-bin, under the Status column, and change the Status
back to New. Thanks again!

this was the solution. I temporarily introduced the edgy-sources into
the apt-list, upgraded the locales package and removed the edgy-sources
then from the sources.list

Updating means upgrading from dapper to edgy? Please run
System/Administration/Language Support and select a new default locale
there that should fix the issue.

upgrade means apt-get upgrade. After installing the new 6.06 Dapper I
did an Internet update. I'm still on dapper.
