I just made a clean 11.10 install using "alternate i386 install" CD. I
installed system with static IP address and performed full update.
Everything was fine. After rebooting the system first time,
/etc/resolv.conf was wiped clean.

This means that the error correction has not been distributed yet on
main stream (or whatever is the correct terminology).

There has been an update since this package was released which should
workaround that particular issue for most cases. Please see if you're
still having issue with your setup (once you've made sure you're using
the most up to date packages as available in oneiric-updates):

network-manager (0.9.1.90-0ubuntu5) oneiric-proposed; urgency=low

  * debian/patches/fix_reading_intlist-like_ssids_965d586.patch: Fix numeric
SSIDs parsing; if there is no semicolon, except the file is in new format
(so just a valid, all-nums SSID rather than a integer list). (LP: #874328)
  * debian/patches/lp862134_resolv_conf_updates.patch: don't update routing
and DNS for unmanaged devices or devices transitioning to unmanaged; in an
attempt to keep possibly correct resolv.conf contents and routes.
(LP: #862134)


Then report back here if you're still having issues; for now I'll close this 
bug as Fix Released, even though there are some corner cases which may not work 
properly even with the patch above.

Network Manager is used for much more than configuring wired
networking...  I use the network interface file to configure my wired
connections (because I require the use of VLANs and Bridges - which
Network Manager does not provide).  However on some machines I still
need network manager for the use of Wireless networks and PPTP.

Either way lets not get too far off track.

Uninstalling Network-Manager is a workaround IF you have no need for
Network-Manager.

Workarounds aside...  This is a regression, this did not occur in 11.04
and is clearly not "as designed" so the problem should be identified and
fixed...

Another workaround is:

Prevent changes to the file
# chattr +i /etc/resolv.conf
Undo previous command
# chattr -i /etc/resolv.conf

There is a difference, your fingers serve a purpose.

Once you start configuring your network interfaces manually (as you did)
network-manager serves no purpose...

This issue also affects me.  Quick and dirty reproduction steps.

1) Remove all network configuration from Network Manager.
2) Manually define a static or dhcp address in /etc/network/interfaces
3) Restart networking /etc/init.d/networking restart
4) Manually define /etc/resolv.conf for your environment
5) Restart NetworkManager /etc/init.d/network-manager restart (you can also 
reboot your system if you prefer)

Your /etc/resolv.conf has now been overwritten.

I also tried unchecking "Enable Wired Networking" in Network Manager and
configuring using the above config files and the same behavior occurred.

This causes problems with regards to specific network configurations
(bridges, vlans) which I personally use for KVM.
