Actually, it matters a lot in Belgium too; because of the lack of real
competition on the market here, we have the lowest average data cap in
the OECD reports (see:  and
especially ).

I'm absolutely sure the problem is much worse in most of Africa etc.,
but it's not only an issue there...

The problem with needed cds also comes down to bandwidth. For the
"developed" world, bandwidth doesn't matter much, but go across the
digital divide and it gets quite literal. My time in South Africa was
quite an eye-opening experience.

Most computers in the past 4 years have a DVD reader, yes, but few
have a DVD burner. Lets not cut out a huge chunk of the market just
yet.
