Actually, it matters a lot in Belgium too; because of the lack of real competition on the market here, we have the lowest average data cap in the OECD reports (see: <http://www.oecd.org/sti/ict/broadband> and especially <http://www.oecd.org/dataoecd/22/46/39575020.xls>).
