That can happen when the archive is being updated -- this is often called a partial upgrade and you did the right thing to say no to it. Once all the packages are in the archive, this issues should resolve itself. If it doesn't, you may have found a bug or you may need to take action yourself to correct. Are you running quantal I assume? Call for testing on Webapps
I made a post to my blog (since this week isn't busy enough!) about the call for testing being opened on webapps. There's a nice set of testcases available that you can help report results on. The technology is very cool, but could use the work of our excellent eyes and experience in helping make sure it works across many different configurations.
