There isn't much difference except in the set of packages pre-installed and some other defaults that shouldn't matter here. Have you tried the server installer for 18.04.1? Your request is one of the improvements made. I’m not sure if 16.04 is a requirement as our new installer is 18.04+ only, but check it out in any case.
