You might copy the vsftpd.service to /etc/systemd/system/

change the ExecStart line to

/etc/vsftpd.conf

and issuse systemctl daemon-reload && systemctl restart vsftpd.service

Ubuntu better.

Note that you shouldn't have saucy-proposed enabled, as package upgrades
to saucy-proposed are expected to break. Please see

the surrounding thread.

However, in this case I think there is actually a bug here.
apache2-utils 2.4.4-6ubuntu2 should declare Breaks/Replaces against
apache2.2-common << 2.4.
