Thank you for taking the time to report this bug and helping to make Ubuntu better. In your example, you haven't specified which server dig should query, and I can see that the responses have come from different servers. I don't see any documentation that states that server selection should be deterministic. It seems to me that in both cases dig is behaving as designed; it is the two different servers that are responding with two different responses in your case. I would expect the flags to also represent the difference in response from the different servers that you are querying. Marking as Incomplete, as I don't see a bug here. Nobody has reported seeing this for a while. I looked at the code and it has a whole second timeout per packet. You would think that this is more than enough over a LAN segment. I also discovered that the tftp client can set its own timeouts (http://tools.ietf.org/html/rfc2349). Given that you see it working from one client and not another, I am suspicious although there's nothing in the tcpdump that shows a timeout option getting set.
