Workaround: Uninstall package ntpdate. Why would the Manual setting be ignored? Victor: There should be no intrinsic connection between setting the absolute (UTC) time and setting the system time zone. The former certainly doesn't imply the latter, as time zones are implemented as setting an offset from UTC time. Colin: Synchronising the system time does not cause time zone difficulties. While I agree that the system should honour the chosen settings (so if you say 'manual time' that is really all you get), I would argue that all systems, desktop and server, should ship with a minimum NTP setup. If the load on the Ubuntu time server is of concern, then you could use the minpoll set to 10 (1024s) or similar for it. See: http://www.eecis.udel.edu/~mills/ntp/html/clockopt.html#server Those with greater requirements might want to add more servers to ntp.conf and some (like here in my university) may need to change the time server to a local one due to a slightly strange firewall policy. I'd argue ntpdate shouldn't be started at all by default. I can see no reason why people would prefer using ntpdate rather than ntpd. Desktops should ship without NTP enabled (i.e. ntp package not installed, but installable via time-admin), and server should ship with it installed. There is a problem that administration panel settings in Time and Date is not respected, because there are affecting ntp configuration, but ntpdate configuration can not be set in any way.
