There are regular minimal netinstall CDs. The stable ones have links
here:
https://help.ubuntu.com/community/Installation/MinimalCD.
But, if you follow the links you will also find the ones for wily at:
http://archive.ubuntu.com/ubuntu/dists/wily/main/installer-amd64/current/images/netboot/mini.iso
http://archive.ubuntu.com/ubuntu/dists/wily/main/installer-i386/current/images/netboot/mini.iso
