No.

What do you mean with 'language variants'?  Language codes using
'xx...@something' are not supported fully.  You can use 'make
suggestions from language' to show another language translations as
suggestions (if it's not a language using above mentioned language code
style).

 We have a team being established for a variant transliteration, is
 rosetta going to work for us, and if not what is the recommended
 solution for us until it does?

Launchpad is open source (get started at https://dev.launchpad.net/), so
if you are interested in getting help on integrating a feature like this
into Launchpad, we'd be happy to help.  Though, note that it'd involve a
lot of basic infrastructure work to accommodate future variant support
as well.

As far as I know there are no near future plans for that.

 There appears to be a large number of people motivated to work on
 variant translations being held back by this inadequacy in the
 launchpad software.
 
 For those teams interested in working on a variant, what is the
 suggested course for those teams to proceed - possibly without the
 assistance of rosetta?

I really don't know the way soyuz, lang-o-matic and rosetta now handles
language variants.  

Maybe we can schedule a session dedicate to this subject at the next UDS
or try to make a common meeting with ubuntu-translators, rosetta-devs
and Martin Pitt.
