They put the isos on the main mirrors so that the other mirrors around the world can start downloading them. If you start downloading before the announcement, it takes longer for the necessary number of mirrors to get a copy because you steal their bandwidth, and therefore delay the release announcement. There's not really any way to know whether a user likes the current default, so it upgrades that for everyone. However it does remove the old default wallpaper, which isn't ideal. If you like a particular default one, then you can copy the file and choose the copied version as your wallpaper, and then that should be preserved for the next upgrade. Actually, the old default was still there and I was able to replace it while it was still upgrading my system. So, not really a problem, just annoying!
