I don't really know much about Dreamweaver I will admit but you can 
mount remote directories and use them through the file browser in gEdit.

I think 'Aptana' has a similar 'Site Management' tool to Dreamweaver 
that would apply to Eclipse too. Personally I find them too 'heavy' for 
most of my work.

I've been using Netbeans (which is multi-platform) for my PHP sites,
but you could easily use the same install to do pure HTML sites.
Create each site as a "project", which you can specify is on a remote
site.

I use geany for my coding it's just gedit on steroids but has syntax
highlighting for most languages.
