Thanks to the magic of water my AMD card died. so to go back to the integrated 
Intel I thought by re installing the xorg-xserver-video-intel (or close to 
that) package it would just swap over to the Intel driver no problem. As the 
way most things go it was not that simple and no matter what i tried, it would 
not use anything but the "Fallback" driver and all 3d rendering support is gone.
Also I'm forced to use gnome rather than the nice Ubuntu desktop because it 
just wont load.

Sometimes when I open a spreadsheet (.ods file) in Calc I get a really
messed up UI. The column letters, row numbers, worksheet names, font and
font size in their respective drop boxes are all an unreadable,
pixelated mess.

See the screenshot linked to below. (I removed the contents of the
spreadsheet itself which is why I have a big white box, this isn't part
of the issue).

I occasionally get the same distorted text when typing into a Calc cell,
it resolves itself when I hit enter and confirm the cell contents.

This has only happened since I updated to 12.10 running on Unity.

Posting just in case anyone has the same experience I had

I thought the fixed skype wasn't working for me on 13.04 (was continuing
to segfault), but then noticed eventually that when my system was
upgraded from 12.10 to 13.04, the Partner repository had not been
updated to raring, and so it was installing skype for the wrong distro.
In particular I had 4.1.0.20.0-0ubuntu0.12.04.2 installed and it took me
a long time to notice the 12 where there should have been a 13!

Correcting the distro to raring brought in the "fixed" skype.

Your CPU seems ok-ish, however I noticed you have the same GPU I had
before - the Intel 965GM. I beleive that is the reason for your lag
problems. Some games have expectations of GPU capabilities and Mesa or
the game itself might try to emulate missing features resulting in a
laggy experience. I'm not sure but I think the GPU you have doesn't do
shading, transform and lighting which well... games kind of expect these
days along with OpenGL 3 conformance which your GPU doesn't provide.

I suggest flagging the bug "invalid" if there are no contra-indications.

The bug can occur as early as 1 minute after boot up. I tried watching a video 
in mplayer. Several times the system locked up which I handled with a hard 
reset. Once I just started mplayer, skipped to the correct position in the 
video and could only watch 5 seconds more as the system froze again.
When the system locks up during video playback, not only the picture freezes 
but also the playback is stopped as I cannot hear any audio which I would be 
supposed to hear if the playback would continue (even with broken/frozen video 
output). On the other hand when just playing music in mplayer, a lockup does 
not stop mplayer from continious audio playback.
I therefore assume that the video playing mplayer is stopped due to its 
"feedback" (or possibly due to no response) from the XVideo extension (and the 
underlying driver). Since the mplayer in pure audio mode has no connection to 
the X11 system I can continue without problems.

After upgrading from 12.10 to 13.04 started having problems with video drivers:
1) Fully (!) Vanishes screen brightness on your laptop when you turn the 
discrete graphics card.
2) When using a discrete graphics card laptop was often overheat.
3) Sometimes the expansion is set in 1024 by 768 (the square in the center of 
the screen), and the laptop freezes. Sometimes for a few minutes (after that 
the console does not work sudo and most other teams), sometimes forever.

Looking at the other comments, my case might be a different one, since

My HTPC: P4 2.8 GHz, 1GB DDR 2 533MHz, MTHB MSI 865PE Neo2 Gold

When PC is booting kernel and makes some PCI initialization it hangs
after this message:

Only cold reboot helps - no other action is performed (no HDD activity
observed in freeze state)

On Kernel 3.6 system performs very well and bug is not observed.

Hmm, that sounds like a display underrun. Can you please append
drm.debug=6 to you kernel command line and upload the resultant dmesg?
You will also want to  track updates to the kernel.

I'm running Ubuntu 13.10 on a MacBookAir5,2.  The machine has an Intel
HD Graphics 4000 processor.

Every few minutes, a bunch of garbage blank lines flickers onto the
screen for a fraction of a second and then vanishes.  I also saw this
running 13.04 on the same machine, but never before that.  It's
impossible for me to capture a screenshot since it's completely
unpredictable when this will happen.  But it's pretty distracting.

I've got this in Chromium both dragging images and dragging selected
text. Maybe dup of bug 1080514?

I have a Radeon HD7770 and have seen it both with Ubuntu 12.10 and
13.04, my current fglrx is 2:9.012-0ubuntu1 (fglrx-updates).

An Apport window pops up after relogin, but it's never opened a browser
for me.

Oh, I've looked a bit harder and noticed that thing are pretty neatly
screwed up in sdvo land. So not something I can fix in 1-2 easy patches.
And since sdvo isn't a high prio thing for us I've postponed this for
now.

If you can code and want to fix this yourself I could point you into the
right direction. Just ping me on irc on #intel-gfx (I'm danvet there).

This works as far as the settings dialog doesn't complain about the version, 
anymore. But at least for me the driver and the settings program don't
