I'm having the same issue, it appeared not too long ago.

Kubuntu 13.04 with xorg-edgers PPA.
I'm using the nvidia-313 driver.

There is nothing at the time of the crash in syslog. I do have something
in Xorg.0.log.old though.

I don't think this is related to some radeon stuff since I've got the
same issue with an integrated intel card (when KMS is enabled, I can't
resume from suspendand when KMS is enabled, I can't go back from
xset dpms force off (command to switch off the screen)).

I can confirm that latest packages from Karmic doesn't solve this
bug...still poor 2D performance (scrolling, moving window) for the
second user... And as GDM has been upgraded, you can't use anymore the
xorg-extra.conf workaround...

Just stop using those fraking fglrx drivers. AMD/ATI won't fix them...and 
ubuntu devs can't do anything for you in this case !
You can complain against AMD/ATI directly ;)
Fortunately, AMD/ATI has recently released some documentation of their cards, 
so the open source drivers (radeon and radeonhd) are pretty well advanced 
now...and there should be completely usable (3D, hd video decoding) with the 
future version of ubuntu (the one that'll be shipped with kernel 2.6.32). Watch 
phoronix.com for more information about the status of radeon/radeonhd drivers ;)

There has been a new release of catalyst driver last week (9.9)
Maybe someone could try it out?. Though, I don't think the problem will
ever be solved unless to use open source driver, which is what you have
to do, even if it still missing some features, once we'll reach karmic+1
or karmic+2, it will be very interesting)
