I'm having the same issue, it appeared not too long ago. Kubuntu 13.04 with xorg-edgers PPA. I'm using the nvidia-313 driver. I can confirm that latest packages from Karmic doesn't solve this bug...still poor 2D performance (scrolling, moving window) for the second user... Just stop using those fraking fglrx drivers. AMD/ATI won't fix them...and ubuntu devs can't do anything for you in this case ! You can complain against AMD/ATI directly ;) Fortunately, AMD/ATI has recently released some documentation of their cards, so the open source drivers (radeon and radeonhd) are pretty well advanced now...and there should be completely usable (3D, hd video decoding) with the future version of ubuntu (the one that'll be shipped with kernel 2.6.32). There has been a new release of catalyst driver last week (9.9) Maybe someone could try it out?.
