After purging the old PPA, and setting up Nick Andrick's PPA, I tried
installing the fglrx-installer package.  However, no such package
was available.  So I guessed and installed the fglrx package.  The
installation went smoothly, but upon rebooting my system, I don't
think Nick's package's driver is in effect.  I have no AMD
Unsupported hardware watermark on my screen, and the output from
running glxinfo suggests I have no OpenGL functionality.

Next, I uninstalled the fglrx package, and installed
fglrx-updates, version 2:9.010-0ubuntu1~andrik5.  Upon rebooting, I
had the same experience as I got with the fglrx package, as
described above.

Please note that the WORKAROUND of using the
https://launchpad.net/~makson96/+archive/fglrx PPA is imperfect,
because it places the AMD Unsupported hardware watermark on the
bottom-right corner of the screen.

I don't presently have Precise installed, but I'm near 100% that the
installer did NOT work under Precise.

When I used the official Ubuntu GUI for closed-source drivers, I would
be told the installation failed, although no reason was given to me.

When I used the AMD-provided installer scripts, IIRC the later
versions of those scripts installed, but then when I ran aticonfig
--initial I was told that no supported cards were detected.

In fact, I'm currently running the driver provided by the
fglrx-legacy package in someone's PPA, and while accelerated video
is working (glxinfo produces copious, happy output), I have the AMD
Unsupported hardware watermark in the bottom-left corner of my
screen.

The FirePro M7740 uses the same chip as a RadeonHD 47x0 (RV740). I see no 
reason why this bug isn't a duplicate of bug 1058040, unless it doesn't work 
in Precise, where it's supposed to be supported by fglrx.

It sounds like you're in the same boat that I am.  Basically, ATI
decided that any Radeon product with a chip numbered 4xxx is too old
to be worth supporting any more.  ATI has written you off.

I believe that's correct: the *current* version of fglrx doesn't support
ATI FirePro M7740 chip.  Unfortunately, it's only the current version
that's compatible with the version of X that ships with Ubuntu 12.10.

This is because ATI was not good about covering laptop-vendor-specific
chips in their driver documentation.  Consulting historical documents
from AMD/ATI will not help you as much as one would hope.

Not sure.   I'm not that well versed on the intricacies of the X
server and/or the linux kernel.

I think it would take someone from AMD to say whether or not their
newest driver REALLY needs version 11 of the ABI, or if versions 12/13
are actually okay as well.

I'm going to add a comment to help people Googling this issue.  The ATI
Mobility M7740 chip, which was one option for the Dell M6500 Mobile
Precision laptop, is apparently considered a 4000-series chip, and so is
a victim of this AMD policy.

One of the supposed justifications for over-priced workstation-class
graphics chips was top-notch vendor support.  By so cutting short its
support of this chip, AMD has demonstrated that they can't be trusted to
support workstation-level users.

Unless something radically changes, I can't see buy AMD for my Linux
laptops / desktops anymore.  What a shame.

Public bug reported:

The fgrlx package now installs successfully for me.  However, I
believe it's  not recognizing my chip, the ATI FirePro M7740.  This is
the chip that Dell uses in the Precision M6500 laptop from about 3 years
ago.

I have a few reasons for thinking fglrx isn't doing its job for this
chip:

(1) When I run fglrxinfo, I get the following output:

(2) When I run amdcccle, I get a dialog box with this message:

It could be caused by the following.

No AMD graphics driver is installed, or the AMD driver is not functioning 
properly.
Please install the AMD driver appropriate for you AMD hardware, or configure 
using aticonfig.

(3) When I run aticonfig, I get this message:

First, let me note that the fglrx-installer package doesn't appear in
the repositories (default) that I'm using, so I assume that I'm supposed
to just install the fglrx package directly.

When I try to install the closed-source AMD driver for my laptop
graphics chip (AMD FirePro M7740), I get the following:

Open-source graphics drive working okay, but I wanted to use the
Catalyst driver.  So I downloaded amd-driver-
installer-8.982-x86.x86_64.run from AMD's website, and used it to build
Ubuntu/quantal debian packages.  That went okay, so I installed them
using sudo dpkg -i *.deb in the directory containing the packages.
