 Good news 
...though you may think me a fool for not realizing this earlier but 
learning is a voyage of discovery and all options must be explored 
before one can stumble upon what you seek.

  After reading some AVS forums on setting adjustment that could be 
employed to tweak audio and visual performance I discovered on my remote 
control a VIEW MODE button that opens a display menu with the 
following options:

1) Stretch
2) Dot by Dot
3) S.Stretch
4) Zoom

The Dot by Dot selection brings the top menu bar and the side launcher 
into the display field of view and I am able to retain the full 1920 x 
1080 native resolution

  ( as opposed to custom scaling the resolution and preserving the 
aspect ratio which was what I did through Windows and Nvidia).

  Then small on screen text can be tweaked through System 
Settings/Screen Display/Scale for menu and title bars along with Control 
shift + and I am now delighted with these simple adjustments 
increasing basic functionality and comfort level of my system.

  From our discussions it is apparent that there remains some basic 
maintenance work to be done in terms of firmware updates, tweaks and 
ongoing research to better learn the ins and outs of this ever evolving 
system. I cannot thank you enough for your patience and direction which 
has helped me explore and find my way. It would seem appropriate that 
this bug issue be labelled resolved.

 Despite this, you should still be able to make the same WORKAROUND
 adjustment in Windows as you do in Ubuntu. Would using arandr and the
 nouveau driver allow you this opportunity?

   The driver I previously tested, when 
I still was using the old 1.41 bios, was the :

NVIDIA binary driver -version 331.113 from nvidia-331-updates
(proprietary).

  tv/monitor (Sharp LC-32D62U) via a dvi/hdmi 10 foot cable to #4 hdmi 
connector (on tv/monitor which I believe only supports hdmi version 1.1 
but I am unable to verify this)...

a firmware update is available for the SHARP D62U TV series (at your own 
risk and may not apply to my model) which may or may not help.

  I am pleased at least to have finally successfully updated my HP 
Z210sff Workstation firmware bios (which I had failed several times in 
years past... perhaps because I did not reset my bios to factory 
defaults) and I understand a ME firmware update is also available. More 
personal trauma with firmware appears to lie ahead.

 Thank you for your efforts in accurate documentation which have 
helped me to focus and reassess (and search forums for similar, helpful 
and related issues). It becomes , once again, apparent that many 
elements come into play below the surface of what was hoped to be a 
simple configuration change.

Hello Christopher:
   I am afraid that I flubbed the 
initial process of updating the bios by making the mistake of (as 
advised by hp's update instructions on extracting the dos executable to 
restore factory default settings to bios before updating old bios 1.41) 
restoring the default bios settings meant that my dual boot system 
became dominated by windows before I could even update the bios and I 
did not have a backup of the efi boot through the cab extract method. 
But after this I was able to flash the bios in the pre boot environment 
so that my bios is now updated to 1.47.

 Following this I was unable to reinstall Ubuntu or reinable Grub2 
boot in fact it was only by wiping my hard drive (my mistakes have cost 
many lost hours ) completely with a gparted cd that I was able to 
install Ubuntu again. The bios update has not made any difference in the 
accommodating of the error in configuring the 32 inch monitor as if it 
was a 37 inch monitor.

  The output from your terminal command was as expected:

but no gain just pain and I have lost my dual boot with windows 8.1 and 
days of updates from windows 8, and a lost hauppauge WinTV pvr 
configuration that I could never get to work with Linux. Oh well!

I am dual booting with windows 8.1 and I am able to tweak the same
misconfiguration with the nvidia console in windows by shrinking (down
scaling) the display from 1920 X1080 to 1824 X 1026 resolution
preserving the aspect ratio.

 Is it possible to enable the correct identification of the monitor as a
32 inch diagonal instead of an oversized 37 inch diagonal which makes my
top menu bar and application side bar offscreen? I tried to install the
nvidia (updates driver) but tweaking resulted in a missconfiguration
forcing a lockup and reinstall.

Since Windows also misidentifies this display it may be a communication
error sourced from the display itself or documentation annomalies in an
obscure monitor ...any advice or direction would be appreciated.
