On some I+N configs, It will take about 90+ seconds to open the 'Nvidia 
settings' window when 'Power Saving mode' running.


[Fix]
do not read config file if Nvidia driver did not loaded:

change nvidia-settings/src/nvidia-settings.c

if (!op->no_load) {
ret = nv_read_config_file(op, op->config, op->ctrl_display,
  p, , );

to
if (!op->no_load && systems.n != 0) {
ret = nv_read_config_file(op, op->config, op->ctrl_display,
  p, , );


[Test]
1. Install Ubuntu image.
2. Boot and login the system.
3. Open 'Nvidia Settings' app
4. Select the prime is 'Power saving' mode
5. Reboot system and login
6. Open 'Nvidia Settings' app
7. Verify the result


[Where problems will occur]
the "systems.n" gets from
NvCtrlConnectToSystem(op->ctrl_display, );
If there is a possibility that systems.n is zero and we still need to read 
nvidia config file, then it will be a problem. I tried and cannot find a 
situation like that.

the fix in https://launchpad.net/~xueshengyao/+archive/ubuntu/mesa is
much easier for Focal(only 2 lines changed), but it was based on a
workaround cannot upstream.


And the latest upstream mesa fixed this issue, so I cherry-picked 4 Mesa's 
upstream commits to Focal:

a3a4517f4147a0a7c1b34a4bcd42de45d552df5f

55d1b8f929bbba58734bc7b1f79a6f53ab5aa0e8

0e856b95c59d4b9d1909bd96eca0296dd14b41ff

f1a66e7c90ceb4796085989d0d8374689753121e

and made a new package:

it fixed this issue in my testing.

I tested the new packages in focal-proposed on a ThinkPad P15s, which
only have one resolution before. and the new packages in focal-proposed
works. The details:

0. the resolution supported, only one: 1920x1080
1. the original packages:

xserver-xephyr 2:1.20.8-2ubuntu2
xserver-xorg-core  2:1.20.8-2ubuntu2
xserver-xorg-legacy2:1.20.8-2ubuntu2
xwayland   2:1.20.8-2ubuntu2

2. open focal-proposed channel and "sudo apt update".

3. sudo apt install xserver-common xserver-xephyr xserver-xorg-core
xserver-xorg-legacy xwayland

4. reboot

5. the new packages installed:

xserver-common 2:1.20.8-2ubuntu2.2
xserver-xephyr 2:1.20.8-2ubuntu2.2

I can reproduce this issue on a laptop, and the new version ca fix this
issue.

my original env are:
OS: Ubuntu 12.04
Kernel: linux-image-3.13.0-40-generic
Package: xserver-xorg-video-intel-lts-trusty (2:2.99.910-0ubuntu1~precise1)

and after I enabled precise-proposed repo and updated xserver-xorg-
video-intel-lts-trusty to  version 2:2.99.910-0ubuntu1.3~precise1, this
issue was fixed.
