I have this bug (turning brightness up and down with Fn F10 and Fn F9 does not 
work) on both up-to-date ubuntu with fglrx and kubuntu with opensource driver 
on HP 6930p with ATI 3450. 
radeontool regmatch '*' produces on both systems only this:

mapping ctrl region

without any other messages. 
I was testing lucid from alpha 3 and this never worked for me. Turning light 
sensor on and off (Fn F11) works.

xorg-driver-fglrx is still not installable, it conflicts with xserver-
xorg-core

istalled versions:

ii  xorg 1:7.5+3ubuntu1   X.Org X Window System
ii  xserver-xorg 1:7.5+3ubuntu1   the X.Org X server
ii  xserver-xorg-core2:1.7.5-1ubuntu3 Xorg X server - core 
server

aptitude install error is in attachment

no longer works.

The following packages have unmet dependencies:

The same bug applies to ATI Mobility Radeon HD 3450, which is identified
by system as:

01:00.0 VGA compatible controller [0300]: ATI Technologies Inc Mobility
Radeon HD 3400 Series [1002:95c4]

manual instalation of fglrx using

$ sudo apt-get install xorg-driver-fglrx

works. Afterwards "Hardware Drivers" show "ATI Fire GL" driver in use.

AMD Catalyst control centre still does not start with following error:

$ sudo amdcccle
Parse error on line 27 of section Module in file xorg.conf
"Disable" is not a valid keyword in this section.

However, it does not crash. The offending part of xorg.conf is

Section "Module"
Load  "glx"
Disable "dri2"
EndSection

After commenting out offending line Disable "dri2", amdcccle starts
without problem.

Tested on updated Kubuntu 9.10, fglrx-amdcccle 2:8.660-0ubuntu4
