[Ugnet] The Peace talks: Ten Years Too Late?

Those of you who were on Ugandanet in 1996 wil lremember the concerted effort 
and collective determination by a cross-section of Ugandans from around the 
world that culminated in an e-petition to the governement to initiate peace 
talks with the LRA and end the war in the north. For those who joined after 
that, the net-community then asked Prof Charles Olweny (Canada), Prof Geoffrey 
Buga (South Africa) and myself (then in Singapore) to draft the petition and 
have it okayed and signed by willing members of the net.

This we did and, if memory serves me right, a duly signed petition was 
submitted to governement in (or around April 1996), notwithstanding Museveni's 
promise to end the war in 90 days. And as we all know that noble effort was 
misunderstood as being anti-governement or being supported by forces that 
were anti-government. And yet our plea was simple: it did not matter who was 
stronger, it did not matter who was right, the truth was that the suffering 
among the people in the war zone was too much and the only way to end it, and 
end it fast was by sitting down to talk. 

Members will therefore excuse my scepticism regarding the Juba talks - 
certainly too little,too late for a whole generation of our compatriots who 
have been born and raised in the captivity of the IDPs.

PS: Compatriot Ochan Otim, you keep records very well, do you by any chance 
have that letter/petition among your saved docs somewhere? I'd like to refresh 
my memory on our thinking at the time.

There is no single year when this government has not made an ultimatum on 
this war. I tried to even keep the promises until when I ran out of the 
memory. The pity factor remain that when ever Museveni opens up his mouth, 
Ugandans bow down with un contested trust. This man has delivered on 
absolutely nothing what so ever. And until when Ugandans know Museveni of 
what a liar he is, this man is going to die in power then only then Ugandans 
will wake up and understand how a sucker they have been dealing with. For 
when you look carefully into our society, when the lies we were telling them 
for years and years have been in front of them, Ugandans just disappeared.


There was a one called Kasangwawo, that one mesmerized me how he died in 
thin air, for I would love to hear him comment about the massive Buganda 
land being tossed away today on contracts of 99 years to non Ugandans. I 
love to hear men like Ssenyange tell me how much land Salim Saleh for 
example owns in Luwero district if he can donate, not sell but donate for 
free to foreigners 100 acres of  land in Luwero. I love for example to hear 
from Mwaami Kibuuka, a man we specifically told that Uganda's problem is not 
Federalism or unitary but Museveni who is exploiting unitarism to his 
advantage, I would love him to explain to me why Ssabasajja Mutebi was 
cutting a cake in Buddo as Salim Saleh was giving Buganda land to the 
foreigners. Let alone to know Mutebi's stand on Buganda land that is being 
whisked away on a daily basis. And the best Nan'ginda has done in Uganda is 
to start a lucrative school in the rich echelons of Kampala.


When all will be said and done, when this government gets out of power and 
all secret deals made public,  You will be amazed on what will be left as 
Buganda, and that is when you will know the abstract price of the sleep 
Baganda have got under this government, Ffe Kasita Twebaka. Yes we had a 
time when it was even illegal to post a comment on the war in Northern 
Uganda on Ugandanet, and here we are when Museveni is still playing on the 
minds of Ugandans as having a peace talks to Konny in Southern Sudan. Well 
kindly remind me what happened when Museveni moved from state house to Gulu, 
so that he can him self command UPDF as it is cleaning up the last remnants 
of LRA.


Just how much garbage can Ugandans take?
