[UC] Obama talks of libraries when visiting ours

Apparently, this video was made long before these cuts, and before running for 
president. As a community organizer in Chicago, Obama understands from 
experience. 

I'm glad he mentions the great library of alexandria.  The imperial utilitarian 
Romans burnt the library.  Would the millenium known as the dark ages have been 
as dark had the library not been destroyed?

[UC] Penn and the City's budget

The University of Pennsylvania Project for Civic Engagement has 
announced the dates and locations of four community workshops to gather 
citizen input for the City of Philadelphia’s 2010 budget process. Mayor 
Nutter announced at a press conference last week City officials will 
participate in these workshops to examine with citizens the real budget 
alternatives that will be generated by City departments. This 
information was released by the Mayor's Office today.


All workshops will begin with registration at 6:00 pm. Registration is 
vital to the process of dividing participants into evenly-sized, diverse 
working groups. The program will run from 7:00 p.m. to 9:30 p.m. Here 
are the dates and sites:


*Thursday, Feb. 12* - St. Dominic’s School, 8510 Frankford Ave. (Northeast)
*Wednesday, Feb. 18* - Mastery Charter School, Pickett Campus, 5700 
Wayne Ave. (Germantown)
*Thursday, Feb 19* - St. Monica’s Catholic School, 16th  Porter Sts. 
(South Philadelphia)
*Monday, Feb. 23* - Pinn Memorial Baptist Church, 2251 N. 54th St. (West 
Philadelphia)


On  Jan. 15, Mayor Nutter announced the City of Philadelphia is facing a 
second budget deficit of $1 billion and further painful choices will be 
required to ensure the fiscal integrity of the City. Nutter also 
announced there will be an unprecedented level of public engagement in 
the budget process as options to close the budget deficit are examined.  

These budget workshops are one piece of this public engagement which 
will ensure that citizens are involved early on in the budget process, 
like never before.  The aim is to examine different budget options, 
discuss choices that need to be made, and gather input from people 
across the city on their concerns and priorities.

well, the principles I was referring to (and that I thought 
glenn had been referring to, and that I thought obama's 
words were referring to) are HOW our empowered, elected 
leaders go about making decisions -- the process, the 'rule 
of law and the rights of man' -- in the face of a crisis. 
which is pretty basic stuff, not lofty at all.


joe had asked: 'are we not in a crisis?' and the answer is 
yes. but that should not become the expedient basis for what 
glenn has called 'shock doctrine' -- emergency powers which 
justify decision-making behind closed doors and which 
pre-empt public debate. instead -- and esp. in the face of a 
crisis -- we have a profound duty to preserve the legacy of 
our founding fathers' principles, so that no matter what's 
done, there should be accountability, transparency, rigorous 
debate, and inclusive public participation.


this is not mere rhetoric. it's not a sound-bite. we have 
all seen the real costs of what happened 8 yrs ago when the 
bush administration responded to the 9/11 crisis. and we 
have seen the time and energy philadelphians had to spend 
AFTER nutter made his recent budget decisions about the 
libraries.


we hear now that nutter has announced that there will be an 
unprecedented level of public engagement in the budget 
process as we go forward. as glenn reported: Budget

matter, that they CAN (and SHOULD) generate policy 
initiatives, that they ARE practical and serve a purpose.


it's that same old idea of ben franklin's at work: those 
who would give up liberty to purchase some safety, deserve 
neither (or, as obama put it: we reject as false the 
choice between our safety and our ideals). and these ideals 
apply to local, national, and international levels. obama 
was speaking to the world when he was inaugurated, and he 
made it a point to say that that world included even the 
tiny village in kenya where his father was born:




What is required for us now is a new era of responsibility
-- a recognition, on the part of every American, that we
have duties to ourselves, our nation, and the world, duties
that we do not grudgingly accept but rather seize gladly,
firm in the knowledge that there is nothing so satisfying to
the spirit, so defining of our character, than giving our
all to a difficult task.

This is the price and the promise of citizenship.
