But it seems glaringly obvious to me that the caretakers of a PUBLIC PARK should not be using chemicals on the grounds of said park that are known or suspected health hazards. Since becoming a mom I tend to view most issues first and foremost from that perspective, but pet owners and park users who are simply concerned about their own personal health may well have equally valid concerns, without necessarily needing to launch a wholesale effort to ban Roundup globally. To this extent Glenn is right – this is a straw man tactic. When I was an activist in the antiapartheid movement in college, opponents screamed - “Why aren’t you opposing the oppression in the Soviet Union/China/Cuba???!!!” When I organized for affordable housing, people screamed, “Why aren’t you doing anything about those lazy deadbeat tenants/ homeowners who don’t take care of their properties?” (Interestingly, no one ever blamed the lazy deadbeat landlords, but that is another discussion.) It’s an effective tactic – anyone who advocates on any issue is a hypocrite unless they advocate on every issue. It works to maintain the status quo – be quiet, stop trying to change things or be subject to attack as a hypocrite for not trying to change everything. Then there is the fact that my next-door neighbors have not, to my knowledge, trumpeted their desire to have the “Greenest” yard on the block, as opposed to the Nutter administration, which claims it wants a public initiative to make Philadelphia a model Green city. That includes urging private individuals and corporations to do things like install green roofs and water gardens, bike to work, etc. The green roofs on the bus stops are definitely very cool, but I think a better place to start would be stop unnecessarily dumping toxic chemicals on public play spaces. But maybe that’s just me. But if my next-door neighbors were promoting themselves as models of Greenness, and then I learned they were using Roundup – well, I would have a chat with them about it. Then there is the question of who is paying for the Roundup. Both Glenn and Wilma have made the point that this morass of Rec Department-UCD-FOCP responsibility has made it very difficult for the casual observer to figure out whom to hold accountable. And I don’t believe that that is completely accidental. As a community organizer I trained the folks I worked with to follow the money if they wanted to understand where the power lies (I also, BTW, trained them to distinguish between public and private issues). Mostly due to laziness I’m a bit confused about who paid for the Roundup. For the sake of discussion I’ll approach it both ways. I think, from what I’ve read, FOCP raised the money for the Park A renovations. In which case, that money paid for the Roundup. So, it seems to me that that is an issue of public relevance – if community members/park users contributed donations for the renovations, and those contributors don’t approve of spending their contributions on Roundup, then that is a proper public issue. It sounds to me that maybe even FOCP isn’t thrilled by the news. If my next-door neighbor

I feel that the problem isn't really with the dog, but with the owner, who most likely trained this dog to fight. Since euthanasia of the owner isn't possible, ;-) , I think the owner should be heavily fined and the dog taken from him. I think that, unfortunately, the dog should be euthanized since he is clearly vicious. The larger question is how to curtail dog fighting and change people's attitudes toward it. That is a tough one. Will enforcing laws against dog fighting, aggressively going after the perpetrators, and laying heavy fines or even some jail time on them work? I don't know. As if the Philadelphia police could even make this a priority. Maybe educating children at a young age? Going into the schools with (friendly) dogs and talking about dog fighting? Margie P. FYI: There were two men in a bright blue pickup truck going down the alleys on our block just now (4600 Hazel Ave), taking any metal they could carry. One neighbor noticed they took beams and other metal she had at the back of her alley and made them return them. The men were indignant about what they were doing, saying what they took was trash and they've been doing it for years. My phone was out that Tuesday morning (6/9) till that Friday (DSL was out Tuesday evening till Thursday). Since then, when I pick up the phone, I usually get buzzing, but if I click the call button, the dial tone comes on. I haven't bothered calling Verizon about it. It hasn't been a real problem for me. The PUC will suggest that you first talk to Verizon, before you file a formal complaint; this is good because the PUC will connect you directly to Verizon Customer Relations, who in turn will know that you had contacted the PUC and will attempt to get things moving for you. When talking to Customer Relations, the best way to get their attention is to mention Comcast. Also, they will make a note on your records that you had contacted the PUC -- the next time you call they will take that into account and they will try to provide slightly better service. Knows not to use claws on furnitureand bedspreads. Seems to be 2-6 yrs old. Clearly she has been treated well in the past (and seems comfortable both indoors and outdoors), but when she found me she was rather thin and her fur was slightly matted and even dirty, indicating that she'd been on her own for at least a week or two. I am not sure about her sex, except that she is NOT a non-neutered male. She is a gorgeous cat with a lovely disposition and I srongly regret is that I am not in a position to keep her. As I was distributing notices about the recent rash of robberies along 48th St., neighbors told me of a house break-in, and attempted house break-ins that have occurred within the last month (near 4700 and 4800 Windsor Ave). In particular, I heard about one house that had 3 attempts during the last several months. On Monday, at around 12:30 pm, I was walking the dog down Windsor Ave. from 48th to 47th to go to the mailbox, and saw a young African American male on the front porch of the house that had several attempts. He was tracking from the porch to the alley, looking into the front door and down the alley, which raised my suspicions. As I approached he came to the sidewalk and chatted with me about the dog. She barked, and so I moved to the street, asked him if I could help him, and then said I guess you're waiting. I continued to the mailbox, and he continued his pattern. On the way back up the block, I saw another young African American male exit the alley, and knew immediately that something was up. I casually walked past them, and went around the corner to call the police. I went back onto the street, across from the house, and waited for the police. The young men were out of sight. There were several police cars (without sirens) within minutes, and I was able to direct them to the right house. The police surprised the burglars breaking into the rear of the house, and as they came running out from behind the house, they were apprehended. There had been 2 other houses with attempted break-ins on the block, and there is some possibility that these two burglars are responsible for those attempts. The break-in and attempted break-ins all occurred at the rear of the houses. While telling this tale, I found out about another unreported broken back window on the 4800 block of Windsor, in the last month. Please be aware of any unusual noises, and of the condition of the back of your house, and report anything to the police, so that we can keep their awareness of the need for patrols up. Liz, Thanks for the advice. I don¹t need a box as my TV is a recent model with digital capability. I can already watch digital broadcasts. However, my rabbit ears just don¹t cut it with digital TV, as the signal will cut out if reception is not perfect. There is little publicity about this. Generally people think all they need is the box, when they will also need a decent antenna. I don¹t know what kind of antenna you have, but if it is working for you, you are lucky. I¹m thinking of having the antenna installed onto brick instead of onto the roofing material. I believe there is exposed brick up there on the ridge that divides the twins. Margie I don't want anyone on my roof unless they are fully insured AND approved by my Roofer. Antenna installation can void Roof Warranties and I don't have time to re-read or remember all of the documents related to all of the systems and structures of our house. So, I'd pay a bit more and have my roofer do the job. Separately, my husband was one of the first to send for the coupon to buy the digital box. I think that when he did it, they were giving two $40 coupons per family and also that there was some earl bird special so that the boxes were only $40 each. So.. we got a box, for our 22 year old TV, for the cost of SH. We do NOT have cable, but with the box, many of our stations now come in at cable quality. This is great. No monthly cost and we are already enjoying the benefit of much improved reception and additional local channels. So far, there are only two down sides. My favorite station was 12 and now it often reads weak signal. (It is the only station that is worse than before.) Second: When it is very windy, sometimes the signal breaks for a second or two, and there are weird skips or distortion on the screen. This seems a small price to pay for the loss of fuzz and buzz. There is a third thing that makes me a little nervous. The Digital box turns itself off when there are no adjustments to sound or channel for a long period of time. This might be very good for those who want to conserve energy or are using the TV as a sedative and become too tired to turn it off, but it seems to me as if someone could gather data on individuals and on populations, regarding what we watch, when we watch it, and when most of us are vulnerably asleep. But, I figure the Advertisers are probably more of a nuisance than Big Brother when it comes to TV and eventually I'll get a newer TV and maybe even T-Vo(sp?). Best! Way to go, Karen! It was pointed out that some of the Free Library branches slated for closing, including the Kingsessing branch, were donated to the City of Philadelphia by Andrew Carnegie back in the early 1900's. The Kingsessing branch has a plaque inside the front door that says that it was donated by Andrew Carnegie, Esq, to be used as a library forever. This means that Mayor Nutter may not be able to sell the Carnegie branches, because once they stop being used as libraries, the donor, which would now be the Carnegie Foundation, would have the legal right to seek to have the title revert to them, and thus tie those branches up in litigation. The Carnegie Foundation is located in New York City. I left a voice mail message with a Mr. Ron Sexton alerting him to the situation, and I'm waiting for him to call me back. Given its original ties to the libraries, the Carnegie Foundation would seem like an obvious entity to reach out to in this time of crisis for the libraries today. Did Mayor Nutter explore this possibility?
[UC] Obama Celebration on Baltimore Ave
There was a wild spontaneous celebration on Baltimore Ave and 47th St Tuesday night when the election was called for Obama. It started around 11pm and lasted till the wee hours (I left at 1:30 and it was still going strong). Around 300 people(?) took over the street to party, but cordially let vehicles and trolleys pass. Cops came, but merely stood at a distance on the west end of the merrymaking (as far as I know) directing traffic. There were drummers, people banging pots and pans, dancing and lots of hugging and cheering. It was great to share the excitement with a jubilant crowd. So that was the smell of burning wood that a neighbor smelled at the time of the outage... A tree was hit by lightning on the 4600 block of Larchwood Ave. and it caught on fire, causing an electric line to come down. The fire department responded immediately, and PECO actually did a great job restoring power. Lots of trees down this morning too. I'd like to try to find a good home for him before bringing him to Morris shelter since they euthanize sometimes there. He's a young adult short-hair male. He's VERY friendly, loves getting scratched and pet, and purrs a lot. He was purring and looking for love right out of the cat carrier when he was brought in from the street. He's litter trained and eats well. He's got no fleas. I haven't taken him to the vet yet though. The only thing is that he did bite/scratch me a couple times, seems like when I moved my hand too quickly in front of him and he felt threatened. After each time he backed down and waited for me to reach out to him again to make up. So he should have someone with patience and who knows how to treat a cat that's probably been traumatized. He's scared of my shoes sometimes when I move to close to him unexpectedly. My cat was like that when I got her off the street and she quickly came round to trust me completely. [UC] Found a lost cat-Orange
A young, orange, semi-long-haired male just showed up on the 4600 block of Hazel. He desperately tried to run into my house and was very hungry. He is extremely affectionate and happy to be on my lap. He has been neutered in the last couple of months (the fur is not all grown back). He has a bad eye infection in both eyes. I am taking him to a vet this morning. He is currently in my cellar, but I can¹t keep him or bring him into my living area. Does anyone know this cat? Can anyone take him in? I can feed him outside and occasionally put him in my cellar, but this cat wants and deserves a home. The below was posted by Melissa on October 18. I wonder if this is the same cat? Dear Listserv Members, The October 10th edition of the University City review reported the proposal to build a 10 story hotel on the southwest corner of 40th and Pine, on the site of the former Thoroughgood Nursing home. After reading this article, I found myself feeling very fearful of what would happen to this community if this project were allowed to go forward. I wrote an editorial letter in response to that article, and it has been published on Page 3 of today's University City Review. I copied it below. I urge everyone to act to STOP this dangerous proposal. Karen Allen 40th Street Hotel Proposal a Dangerous Idea Karen Allen, University City I read with great concern the article in the October 10th edition of UC Review which detailed the proposal to build a 10 story hotel complex ant 40th and Pine Streets. This proposal presents many dangers to the UC residential community, and would be in direct contradiction of the historical, architectural and aesthetic character of the neighborhood. In defending this location, the developer argued that 40th Street is ³becoming a commercial corridor². While it is true that there is much commercial activity along South 40th Street, that activity does not extend to the street¹s terminus at Baltimore Avenue. The intersection of 40th and Spruce Streets marks the transition from the institutional and retail uses to the north and east, to the residential uses to the south and west. South of Sp! ruce Street, 40th Street makes a dramatic transformation into a quiet residential area. More importantly, the proposed use would extend commercial activity onto the wholly residential block of 4000 Pine Street, which consists exclusively of lovely, architecturally significant twin residences, none of which rises above three stories tall. Although a majority of the properties on the block are owned by Penn, from whom the developer would lease the proposed site, and commercial landlords including Campus Apartments, the developer¹s partner in the venture, ownership alone should not be the determining factor. This proposal would forever destroy the residential character and the architectural significance of the entire block, and indeed, the entire area. Although many of th! at block¹s buildings have undoubtedly been altered in the years since being built, none have suffered the inalterable effect of having a ten-story building appended to it. Placement of a hotel within that residential district would alter its ambiance forever. It would introduce an increased level of traffic, parking issues and noise, as well as 24-7-365 disruptions caused by the constant ebb and flow of the hotel¹s guests. Indeed, the community is being asked to forever change the landscape of a residential area for a use that would primarily benefit not the residents, but visitors to the area. In light of the recent eastward expansion of Penn¹s campus, it would seem that there would be plenty of land in that area for such a project. To defend the height of his project, the developer cited Chestnut Hall at 39th and Chestnut, which stands ten stories tall. That is not a valid comparison, because that building is not within a residential area. It is squarely within the predominantly commercial and institutional section of UC, an area which includes other high rise buildings along Market, Chestnut and Walnut Streets. Additionally, Chestnut Hall does not present the visual anomaly of having a ten-story tower appended to a much smaller building, with a height that would be grossly disproportionate to the amount of land it would occupy. Unlike the 40th Street proposal, ! Chestnut Hall is a solidly square building whose length and width is in proportion to its ten-story height. Where it is located, Chestnut Hall is not out of character with its surroundings. The developer also claimed that the ten-story building would be the same height as other apartment buildings in the surrounding area. The fact is that the vast majority of UC apartment buildings stand no more than four stories tall, and are well within the character of surrounding three-story homes. There are only three apartment complexes in the residential area of UC that stand ten stories tall: they are The Fairfax at 43rd and Locust, and the two buildings of the Garden Court complex at 46th and Pine, none of which is close to the ! proposed site. These buildings were built 80+ years ago, and like Chestnut Hall, their overall dimensions are in proportion to the site it occupies. To allow a developer to erect a building whose size and proposed use is so dramatically out of character with the area it would to occupy would set a dangerous precedent. I am not sorry I pursued this but I'm sorry I was the instrument of misinformation. I certainly gave an honest account of my sources of information. I'm glad that a serious police problem was uncovered. We don't know the apparently disputed details of this incident and I certainly have no confidence at this point. Name calling (including intentional reversal of names, use of last names or diminutives as insults, gender based attacks, etc), open hostility, personal attacks, etc., are included routinely in a lot of posts. It is also apparent that there are pairings of people who are unable to stop themselves from answering their opponents, no matter what they say or how they say it, right or wrong, etc., as if they were former romantic partners who never could forgive and forget. This also takes the form of people ceaselessly engaged in some kind of propaganda campaign to support their personal political goals, continually talking, inserting their issue in every context, caring not if they are boring everyone else to tears and being nasty to boot. These entrenched behaviors, which resist all attempts by others for moderation or change, are causing the demise of the list. One thing that bothers me the most, and should bother those who view the list as a community communication device, a democratic tool, and the embodiment of free speech, is the cumulative impact of the big talkers and the rude: they have suppressed communication from what appears to be the large majority of the list. Those members, certainly with valuable knowledge and opinions, post rarely or not at all, electing instead to hunt for the occasional post of value, like people panning for gold. They have things to say but have learned it could lead to attacks, pigeon holing, etc., which just isn't worth it to them. Who misses out from that? Our founding father evidently made a decision that he valued free communication at any cost, so he will not do much by way of setting rules of conduct or ejecting those who won't follow them. So what we have is a free for all by design. People can control themselves, or yield to group pressure in the absence of external controls. It appears that these efforts have failed. So I don't think its about content, diversity or debate, its about civility, promoting real dialogue and controlling anti-social behavior. Paul ps Wilma is not the kind of person that is the problem. She actually thinks and responds. She brings her views and is capable of changing them and even apologizing when she's wrong. And I doubt she's made it in the top 10. Tom Knox walked around with Jannie Blackwell shaking peoples¹ hands. That was it. There were no literature tables, no speeches, and no promotion of candidates over the PA. Margie When the unresolved question came up about voteforandytoy receiving an endorsement by Wendell, we had a discussion about what occurred at Party for the Park. Now Liz has described Tom Knox action occurring at Party for the Park as well. It appears there may have been substantial campaign activity. In the interest of historical accuracy can folks describe events at Party for the Park which seemed like it involved candidates in what was the upcoming local election. Things like formal literature tables and speeches by candidates over the PA, or promotion of campaigning candidates over the PA would be examples of interesting anecdotes. David, Tree root cutting is tricky business. The life of the tree is very much on the balance. I¹ve seen a number of trees killed by root cutting. I would not have a pavement contractor perform this operation, even if they say they know what they are doing. Use only a qualified arborist such as John Cox 610-664-2340. There are many other arborists recommended by members on this list. I can¹t recommend a pavement contractor. Margie Could anyone recommend a company for tree root cutting/pavement replacement? Sometimes I can't help myself and I read Glenn's messages... It's much more likely given these facts and UCD's established tactics that UCD was involved with this removal and is lying about it. Let's be real, would anything be done by the city in Clark Park without UCD's involvement? YES. Do you really believe city entities to be capable and accountable? Come on... mostly they just do their job without regard to any other entity or even logic. Consider as an example the current resurfacing of perfectly good streets. I can believe that some of you believe this story about the city operating alone. No one would be more accepting of the city's judgment than I would if the city unequivocally stated that it would no longer work with the FOCP or UCD because these entities act against the public interest. I don't believe that is the case yet. Wow, you have a lot of faith in city departments Glenn. When the FOCP refused to correct or retract West's false information about the number of public meetings designed for the community to participate in the future of Clark Park, the credibility of FOCP suffered. When the FOCP leadership relies on character attacks and fallacious arguments when blocking discussion and participation with the FOCP, the credibility of the FOCP suffered. I don't think it was FOCP's credibility that suffered by your insistence on the importance of Tony's statements about the number of public meetings. I wish you luck with FOCP. I continue to hold both the UCD and the FOCP directly responsible for this tree killing tragedy. You are misguided in doing so. You know that I am not a supporter of UCD. The Friends of Clark Park had been advocating for the removal of the 4 dead London Plane trees for some time. These trees had no leaves and had been dropping large branches. Their time was up, they had to go. The Friends of Clark Park, the Department of Recreation and the UCD had been assured by FPC that these 4 trees were on the removal list, along with a number of others that were in declining condition and would be removed as a group. We believed that the Tulip Poplar had been removed from the removal list based on Morris Arboretum's assessment and pruning recommendations, which we followed. However, I've been told that FPC operates differently than Rec and does not work closely with Rec Park Friends groups, like Rec does. In this instance, it meant that we would simply have to wait, and the trees that FPC evaluated as hazardous would be removed on their timetable. Councilwoman Blackwell's office was instrumental in getting FPC to recongize that these trees needed to be removed sooner and was able to convince FPC to take care of them last week. It is unfortunate that the Tulip Poplar that seemed so vibrant and healthy was removed, but I know for a fact that this decision was made by FPC, based on its own criteria and was not a UCD or Friends of Clark Park decision. The bad thing is that an apparently healthy tree was removed by FPC. The good thing is that 4 very dangerous trees were removed and the FoCP Tree Committee continues to do great work planting new trees and caring for existing trees. We planted 4 TPs near the site of the old, gone one that are thriving. They should be blooming soon. Yes, Paul is right. I looked into the issue after the trees were removed as I was also initially outraged. Many of the paulownia trees were rotten on the inside presenting quite a hazard. BTW, this issue was discussed on this listserv last year after the trees were removed. There are trees planted there now, but they are quite small. Margie Actually, the paulownia trees were removed last year because they had exceeded their lifespan. The tree killers planned to plant temporary trees when the square reopened. A new batch of paulownias were being allowed to mature off site. I don't know if they have been planted in the square yet. I don't understand how the actual facts make whoever made the decisions anti-tree, or whether indeed CCD has taken control of Fairmount Park, which the square is part of. They need to be watered, at least the ones I saw this morning on the south side of Baltimore Ave at 49th Street did. The variegated-leaf trees were looking pretty dry. Who will be maintaining the planters? That is a good question. Planters like that need a good amount of attention and I wonder if that was considered in the budget. Hello all, Fred is a very friendly stray. He was hanging around 4600 Hazel for a few weeks, with multiple neighbors feeding him. He was neutered a week and a half ago, 3 days after which he disappeared. A neighbor had planned to adopt him. If you see a cat that fits this description, please let me know and I'll come and get him. Fred is a large, thin, mature male, brown-grey tabby with lots of white and some brown-grey spots (one on his nose). He has that brown eye-liner look and his tail is very long, thin and pointy. And of course, he shows the scar of recent neutering. He had jowls, but they are probably starting to decrease in size. They're suspects in the beating death of a 28-year-old man on the roof of a building near 49th and Locust Streets. The three suspects are described as modern day hobos. Anarchistic vagabonds who travel by train, jumping boxcars when it's time to go. But today the three of them apparently tried to make a getaway by train but they didn't get very far. The suspects jumped the train at 70th and Cobbs Creek, but the cops caught up with them and hauled them off in handcuffs. They're wanted for questioning in the beating death of another young man last night. The victim's body was found on the rooftop of an abandoned apartment building in West Philadelphia. Police sources say a group of squatters were drinking on the rooftop last night when a fight broke out. The victim was stomped to death. Police say the squatters are a part of an underground network of young people who reject the norms of society. They travel by train, form town to town, taking over vacant buildings. Neighbors say the group's been in the neighborhood for about three years. Marie Thompson tells Action News, No sanitation, no running water. There's nowhere to take a bath. They've been here. The tenants and us have been complaining about them. They'll come once a year, they'll clean out the building and then (the squatters will) come right back and move in numbers. Each year the numbers are growing. Police say there are pockets of them throughout West Philadelphia. They raided one house of 48th Street and took seven squatters in for questioning. Police say the squatters are mostly well educated from upper-middle class families, who choose to reject society's values and live on the fringe. Tonight three of them are in custody being questioned and possibly facing murder charges ... now very much a part of the system they despise.

John Cox removed 5 large trees from the yards behind my house (including a very large elm). I was very impressed with the expert handling of a difficult job. 610-664-2340 Margie I have a beautiful tree in my backyard that some have said is a redwood. It is basically one TALL trunk with branches that only start very high up. It has experienced a recent growth spurt and now is dangerously high. I hate the thought of killing it, but I fear that it might come down in a major storm and do serious damage. Removing a tree that high in a backyard with very restricted access is sure to be quite tricky. I guess some guy will have to shimmy up the trunk and saw off sections of the tree rather than cutting it down by sawing at the base. Has anyone had good experience with a tree removal company? There are 369 addresses subscribed to this list and I'd be willing to wager that up to a third of them are dead, another third are dogs pretending to be people, and maybe one-tenth are actual real-life subscribers. That's why it would be nice to see some introductions from the lurkers.
[UC] Wall on Baltimore Ave (was Headers..).
It has been brought to my attention that the reason Tim ([EMAIL PROTECTED]) joined the list was to alert the community to an issue that concerns him and to find out what to do about it. Apparently, the short wall fronting the parking lot on the 4700 block of Baltimore Ave is heading for demolition to make way for some shrubs. He feels that the wall provides a nice casual meeting spot for the community and that it would be a shame to lose it. Any thoughts? My block was done last week. I thought that the continuous honking was the tow truck coming through warning everyone (twice). I only heard the honking when they started (6 am). I think some of the cars that were towed had their horns broken.I heard (from around the corner on Kingsessing) the sound of continuous honking as the sound moved away, more than once. [UC] Unneeded Street Resurfacing
I am also disgusted at the unneeded work. My block (4600 Hazel) was perfect; it had been resurfaced not too long ago, maybe 2-3 years ago. There are lots of streets in the city that really need resurfacing. I also hope they don¹t try to trim the trees again this year. They¹ve been coming every year for the last few years. I spoke to the contractor last year. He didn¹t know why they were contracted for the same blocks year after year. Lots of other blocks need it much more than we do! I called Jannie Blackwell's office last week to complain about this waste of tax dollars and unnecessary inconvenience. They said they would get back to me; I am still waiting. Calls from other residents couldn't hurt... Margie I was rather puzzled by this as well -- I'm no streets expert, but I walk along mine a fair amount and noticed no anomolies that looked like they'd require repaving. I imagine that every single tax dollar I've spent since I moved here wouldn't cover this. Where's our community input on this one?
