[UC] Charter/State Changes on Ballot
Brief Info on these: Ballot Questions (At the Bottom of Ballot) State Constitution Amendments Ballot Question #1 Would change the rights of the accused from meeting witnesses face to face to be(ing) confronted with the witnesses. The ACLU is concerned because this change applies not only to children who are witnesses or victims but could be interpreted to take away traditional protections from criminal defendants. Ballot Question #2 Would allow children who are victims or witnesses to testify via videotape or television. The ACLU concern is that juries would have a diminished ability to weigh the credibility of critical witnesses. Child advocates are in favor the ACLU against. City Charter Changes #1 Vote Yes To require that all contracts that receive City funds, or agencies with publicly nominated Board members, or that operate under City ordinance, be subject to audits by the City Controller. #2 Vote No To oppose allowing the City Council President to add two members on the Board of Pensions and Retirement. #3 Vote No To oppose giving preference to Philadelphia-based firms in awarding contracts (because it would not ensure the employment of City residents). #4 Vote Yes To raise to $25,000 the level of contracts exempt from open bid procedures. # 5 Vote Yes To require the City to make a plan for universal health care for all residents. #6 Vote Yes To create a Public Advocate for Insurance to represent consumers. #7 Vote Yes To allow the use of cooperative purchasing among city agencies. Judicial Retention (At Far Right) The Bar Association recommends a NO vote on Genece Brinkley, Tama Meyers Clark and Thomas Watkins.

All pre-1978 housing probably has lead paint. Removal must be done under very controlled conditions to prevent air borne particles from spreading. This means no dry sanding, no burning. [UC] TV Dishes
Has anyone had any bad experiences or very good ones with either Direct TV or Dish TV. I am concerned about how the dish was attached to your house, because mine is already historic. [UC] Re: Schools
Certainly the schools need improvements and despite the many classes that are wonderful, far too many are not. There is no magic bullet, if there was one anywhere in the country to fix big city schools surely we'd know. Money isn't the whole answer either, but paying teachers more thus making the profession more important, along with reducing class size and above all having exellent principals who really know how to make a school perform is a starting place. No complaints about the School District, however, excuses the secretive, way in which the Governor and State Legislature snuck the amendments through. It is simply unacceptable for Edison Schools, Inc. to run schools and also be governing them. This leaves it to control itself with no accountability by public officials who represent us taxpayers! Two local legislators, Senator Tony Williams (717-787-5970 or 215-662-5519) and Rep. Mike Horsey (717-783-1491 or 215-747-0757)voted for the amendments. They should hear your opposition to their sneaky vote. After all the months of what the city government thought were above board negotiations with the state, this was really a disgraceful action. The Mayor spoke out strongly against the passing of the amendment-- Call and thank him for representing the people of Philadelphia on this issue and encourage him to take a strong stand in favor of the local control of our schools: 215-686-2250 Now let's see if the public even gets to see the Edison report.
