As part of the Independents Coffee Cooperative, we not only have access to some 
of the best Fair Trade coffees in the world, we have a direct connection to the 
farmers who grow the beans. 

That's why Metropolitan is supporting the Beans-N-Screens art show and sale to 
benefit?the?Cooperativa San Fernando, a collective of farmers who grow Arabica 
beans 6,000 ft from sea level in the Andes Mountains. The coffee-themed art 
(all less than $40) will be on display at Metropolitan's West Philly and 
Chestnut Hill shops starting October 5.

Opening receptions?(with refreshments!) will be held in West Philly on October 
8th and in Chestnut Hill on October 15th starting at 5:00pm. All are welcome.?

[UC] Live Blues and Jazz

My apologies in advance if this offends anyone as an advertisement. I just 
wanted to get the word out about a new amenity in the neighborhood.
 
We are starting a regular Friday night of live jazz and blues at the cafe with 
local Philadelphia artist Jim Dragoni and special guests. It kicks off next 
Monday night the 19th (just to get things rolling) and then continues every 
Friday thereafter starting the 23rd. Cover is $5 (plus tips to the musicians if 
you're so inclined) for Jim and his guests.

Why didn't you mention the Phila. School District? My guess is that they were the the strongest voice in determining the catchment area. I don't think anyone knows exactly how much input Penn had in drawing the boundaries for the school. Singling them out and bashing them for it seems unfair in the least and continues a perception that Penn is behind every (perceived) mistake or problem in the neighborhood. I thought we were beginning to see things in a more nuanced and informed way. No?

Just a couple of comments:

-- Old City certainly is an example of (1) high densities of population and activities; (2)mixtures of primary uses; (3) small-scale, pedestrian-friendly blocks and 
streetscapes; and (4) the retention of old buildings mixed in with new. With Historic Designation, it now will be able to keep these qualities instead of dealing with future pressures to build more and bigger condos for the club crowd.

-- An important fact we all need to keep in mind is that only 18% of the properties in the proposed Spruce Hill Historic District are owned by single families. All other properties are owned/controlled by developers and landlords. That's less than one out of five. We can fight over the facts and nuances of period designation, paint colors, spindles, slate, etc. but except for zoning, historic designation, is the only other city program that has the ability to give such a minority some control over what happens to a neighborhood as unique as ours. Do we really believe that the majority of other 82% cares at all what happens to Spruce Hill outside of making money for themselves? This is a prime rental area and it always will be no matter what their buildings look like. They don't want anyone, not just you and me, telling them what to do.

Who do you all think is keeping this battle going for so long? THE 82%!! Whatever happened to Ms. Blackwell's public meetings last month to open this up to democracy? You think maybe someone other than you and me is calling the shots here and we're all just flogging ourselves, much to their delight?

Here's something to ponder -- a local handyman (who shall remain nameless at his request, for fear of retribution) told me about a year ago that when he asked a local landlord why he was putting metal siding on his facades covering up the original siding and some victorian detail instead of painting, replied, "What do I care, I won't be here in ten years!"

Correction - People would not be "caught unaware" as you say. Historic Designation doesn't just happen one day. Before any decision is made, PHC has to conduct two public meetings with sufficient notice given to every household in the area being considered. To imply otherwise is to mislead.

Couple of things:

You say that "this change (the Blackwell bill) adds a much-needed element of public review to the process".

I doubt it will do anything of the kind. Look at how Ms. Blackwell recently blocked Councilman Kenney's public hearings about the Historic Commission. Her bill hasn't even been voted on and already she's politicized the process AND prevented public discussion. Her bill doesn't democratize the process, it puts it solely in the hands of politicians. How many decisions do you think are made by Council behind closed doors? How many "public hearings" are merely window dressing to appease "the people" when those decisions have already been made? 

For further insight into why this bill was introduced at all (and why she intoduced her previous bill) see today's Inquirer opinion written by Representative Nix as to the tie-in between Blackwell's bill and the Mayor's NTI initiative in West Philly. Lots of money being thrown around for demolition (and future development) if HD and the Historic Commission are moved out of the way. I've said it before and I say it again this has nothing to do with "democratizing the process", "helping out the little people", "giving neighbors a voice" or any other spin. It's all about $$$

Now, about the tax credits:

I'm not an expert but here is my understanding -- The Federal Government offers 20% tax credits to anyone who owns an "income-producing" property in a National Register District (of which Spruce Hill is one) when they perform renovations according to the Interior Department guidelines. Pennsylvania is considering a similar program (the bills currently being debated/voted on in the House and Senate). If passed, Pennsylvania's program would add an additional 20% on top of the Fed's 20%, meaning someone with a legitimate tenant apartment could potentially qualify for tax credits totaling 40%.

To what do you attribute the statement, "Complying with Historical Commission requirements triples that cost, as a rule."

Also, assuming that the intent of Jannie's bill is to prevent historic designation, which I think is a fair assumption otherwise she wouldn't be lobbying to take control of the process as she proposes, most people would not be able to take advantage of the tax credits as I stated earlier.

City Council Will Let Police Write Tickets for Loud Parties

Philadelphia police would get new powers to crack down on loud, window-rattling parties that disturb neighbors, under a bill just approved by a City Council committee. 

 Thomas O'Donnell, a resident of Juniata Park, complained to the committee that police issue tickets for things like parking and trash violations, but do nothing about loud parties: 

"Someone violating any of these laws doesn't affect my quality of life. But someone playing their music too loud at 1 am does. I work for a living. Most of the people that violate this don't." 

Police have not been ticketing for loud noise because, until now, only the Health Department had the power to do so. 

Now, the council committee has okayed a bill that lets police officers also issue tickets for excessive noise, and it increases the fines. Approval by the full City Council is expected. 

Police officials say each district is getting a noise meter, so officers can actually get a reading of the decibels coming from a house -- making their case in court stronger.

[UC] Philadelphia Leash Law

In an effort to clear up any confusion about it, here is the exact wording of the City's leash law taken from the phila.gov website under "Philadelphia Code and Charter". The one owner who told me that he'd read the law and it said a dog only needed to be on a leash if it was not under control is wronf. There is no exception uner the law.

ยง10-104. Animals Running at Large and Vicious Animals. [5]


(1) No person shall permit any animal other than a cat to go at large upon any street, public place or private property other than the property of the owner of the animal. All animals using any street, public place or private property of anyone other than the owner of the animal shall be on a leash not exceeding six (6) feet in length including the handgrip but excluding the collar and accompanied by a person able to fully control the animal at all times.

Horses shall be exempt from the provision requiring a leash but shall under this Section require proper rein and bit or halter and lead shank.

Any animal running at large in violation of this ordinance shall be seized by any animal control officer or police officer and delivered to an appropriate area of confinement approved by the Department of Public Health.

(2) Any animal which is vicious may be seized by any police officer or any authorized animal control officer and may be humanely destroyed at the discretion of the Department of Public Health after a reasonable effort[6] has been made to notify the owner.




[UC] Unleashed Dogs (Part 2)

Aside from the issue of unleashed dogs in Clark Park, I'm concerned about the serious impact they are having on the condition of the bowl.

They have stripped it of much of its grass and turned it literally into a dust bowl, which in turn becomes a mud bowl when wet. I've heard from several people offline that they are concerned for the children trying to play soccer on hardpack or mud and just in general that the bowl is being trashed by overuse of dogs.

I think there needs to be some serious discussion by all of us and the FoCP in particular as to this situation.

Do we create a small fenced-in dog park?
Do we have volunteers enforce specific dog rules and usage, agreed upon by all, for the bowl?
Do we ban dogs from the bowl?
What is the bowl's primary purpose? Is it for people or dogs?
Should dog owners pay for the upkeep of the bowl, like bathers at the Jersey Shore?

Think about it. The park is for everyone, but if a single constituency is spoiling it for others, then something should be done to rectify the situation.

I'll grant that it's not all related to dog usage, but I stood for several minutes last night watching the dogs, owners, etc. to look at where they were and how far they roamed. 

Almost all of them were concentrated in the northern end as you say, but several dogs were roaming in the middle and everybody, dogs and owners were standing in dirt. There is no grass where they congregate. Some owners sit on the grass a few feet away from their dogs - ironic that they don't sit on the dirt created by their pets don't you think?

The point is that the bowl needs attention and dog owners are certainly a big part of the problem so they need to be a big part of the solution.

I have a compost bin (container?) that was provided to me by the city. Sounded like a good Idea when I took the class and got the free bin, but I quickly realized it was way too big for my needs. It's about 4' high x 3' in diameter, has a removeable top and door for dumping and turning.
