I think you are misdirecting your anger--I believe it should be directed at
UCD, not FOCP (in fact the way I heard it, some FOCP were upset at the decision
to rope off the bowl, as I was)

You raise a very important topic to consider. Let me try to respond. I had the
misfortune of interacting with FOCP leaders for a decade and understand how
FOCP works better than most.
Should the colonial administrators be exonerated from responsibility for their
conduct because they are enforcing the agenda of colonial masters? Should Sadam
have been excused because Rumsfeld was the colonial economic power when he was
killing Persians?
In our local example, you need to consider that FOCP and the civic associations
enthusiastically served the agenda of concentrating power for Penn/UCD. Could
UCD have waged its campaign in our neighborhood without collaboration with
these association pawns?
Both FOCP leaders and UCD wanted to call their partnership the community so
they could keep park stakeholders out of all planning and decision making.
Both entities demand absolute secrecy and centralized planning over their
agendas. Why should we be moved because a secretive FOCP calls out, look at
that big bad wolf?
UCD anointed some leaders of these insular groups like FOCP by promising them
power over other neighbors. These civic gangs are hanging around neighborhoods
looking for opportunities to assert their power. Not always but too often, the
individuals who want power in these associations are not the folks who should
have any power over their neighbors. And they quickly become the targets of
colonialists like corporate Penn.
Some folks like to pretend that middle class people don't engage in bullying or
unethical behavior. That it's just ghetto rats that can get dirty and low. So,
there is no need for accountability from middle class gangs demanding to
represent the community like FOCP?
It was not a mistake that a handful of FOCP leaders were called the community
and promised power over the park. There was a pretense of friendship, but both
sides were simply serving their own goals and neither cared about the little
people. Colonialists and corporations understand the master/warlord
relationship and motivations. The colonialists place a high priority on
securing these relationships early.
On the list, we've seen the conduct of these anointed FOCP leaders. Many of our
neighbors accept the bliss of ignorance and pretend that these folks don't
bully others as I have asserted.
But some people on the list have read the posts from the FOCP president, VP,
secretary and gang leader (West), and understand what this conduct by the
leaders indicates for the organization as an organization. The civic
associations have sold out our neighborhood. UCD used them like the colonial
master uses the local warlords.
Neo colonialism requires both a Penn/UCD and an FOCP/SHCA and blaming one more
than the other is a barrier to really understanding the system.
Look how easily some of our neighbors were taken with the fool's gold and how
low they have gone to protect their perception of personal power! Why would
Penn reform as long as FOCP/SHCA leaders play along?
I'm much more forgiving of individuals than is common on the list and society.
Nevertheless, the system that dishonors us all must be looked at and reformed.
I'm sorry it can be personally embarrassing for UCD pawns like FOCP when they
confront their pawn status or are exposed publicly.
Those trying to protect their status try to distract an examination of our loss
of principals locally with red herring arguments like; rights of local people
are not important because of the war. I take the opposite view and believe
that unless we assert principals/ethics here in the neighborhood how are we
ever going to stop corporate wars, genocide, etc?
To summarize, I'm angry at the neo colonial Penn system and the methods of
dividing and conquering. Look at colonial Iraq and the civil war after this 100
year period of economic oil colonialism to help understand the complete system
The oppressors wish to make things personal because it is a technique. By
addressing the system problems, I hope for change not enemies.
Let's work together and demand reform at home so we have a chance at reform
globally. We can't just blame the corporations and leave our roles and FOCP
unexamined and unreformed
