A vital chapter in the protracted saga of the South St. Bridge restoration
came to a close last week with a presentation by Penn students of their
development ideas for the Grays Ferry neighborhood at the eastern foot of the
South. St. bridge. Vital? Really?

Their suggestions are preposterous.

I have to say that when I lived in the the Grays Ferry neighborhood in the mid
80s it was the most intolerant place I'd ever experienced. My partner and I
were harassed almost daily, mostly because we were gay but also because we were
RENTERS! It was awful.

That little neighborhood's actual name is Schuylkill, and runs east of the
Schuylkill River to about 23rd Street, Pine to Christian:

http://www.phila.gov/PHILS/Docs/otherinfo/pname3.htm

It was an Irish-Catholic neighborhood for at least most of the 20th Century,
until an aging population and gentrification brought change. The parish church
was Saint Anthony of Padua at Grays Ferry Avenue and Fitzwater Street, and it's
the tall church tower you can see when looking east across the river from West
Philadelphia. St. Anthony's was closed in the 1990s and was sold to a Baptist
church.

Unfortunately, Frank, that neighborhood had a long history of intolerance:

I was raised from birth by my great aunts, and from the mid-1950s until 1968 I
lived with them in South Philly, first in the 2100 block of St Albans Street,
where they had been raised, then in the 1900 block of Catherine Street. Both
locations were a short walk from the South Street Bridge.

When I was small (late 1950s thru mid 1960s) my Aunt Florence used to take me
on Sunday outings, and we often walked across the South Street Bridge to go to
the University Museum or the old Commercial Museum (the little building that
used to be adjacent to the old Convention Hall). Aunt Florence used to say that
we had to be back across the bridge before dark, because otherwise we could be
harassed by the white people there. She also told me about how her brother
William had gotten beaten up by white kids in that neighborhood when he was a
kid, which would have been sometime during the 1920s or 30s.

Whitey is obviously Whitey The Chairman of the Board Ford one of the
greatest pitchers in baseball history. He allowed an average of only
10.94 base runners per nine innngs and posted 45 career shutouts.
Apparantly this title is contested.

I'm also a bit puzzled though as to why the UC review would glorify
taggers with some page 1 exposure There must be better uses for that
space on the front page.

Who is whiley, and why did you do this?

Photos of comely Curio actresses dressed in sacks is probably more
appropriate for page one, just below the fold, of the UC Review.

And, why no complaints about the UCD removing for free graffitti, when a
subsidiary of the Partnership CDC did the same work for a fee?

Apparently, even the UC Bourgeoisie doesn't want to give up its
entitlements and stoops to creating the perception of need by
manipulating the local media.

More artists. Fewer vandals.

I'd rather see graffiti than 90% of the murals in the city. At least
there's no sappy message involved.

Shouldn¹t this pump up the volume, so to speak?

I have lived through the original ubiquitous graffiti person in
Philadelphia: ³Bobby Beck² . Later it was ³Cool Earl², Chewy² and
³Cornbread.²

It escalated from there. I do not wish to revisit those days.

I make it a habit to wipe out tags as soon as they appear whenever I can.

What you say above makes absolutely no sense at all to me, so I got the
latest copy of the UC Rag from the bottom of the parrot's cage, wiped it
off, and read the feature. The feature, of course, says exactly what you say
it says. Best tag of the week will be rewarded with a front page photo. It
also asks the readers to send in locations. No doubt the local artists
will be breathlessly awaiting each week's issue, vying with each other to
see who gets the coveted prize. Personally, I think if they offered a
monetary award, say a Benjamin, or even a pizza, it would be a better
incentive.

The UC Review, Philadelphia Weekly, and the City Paper all offer an opportunity for
local voices to be heard. Especially since the two major dailies are owned by the same
corporate giant.

With all the talk on this listserve about community issues, I would like to point out
that the City Paper has a column devoted to development issues: City Space.

If you look at this weeks issue its about development in our neighborhood.
Its penned by one of our neighbors.

http://citypaper.net/articles/2004-02-19/cityspace.shtml

And about the plastic bags that the UC Review comes in ... having been the recipient
of a wet newspaper on more than one occasion, the benefit of the bags outweighs their
environmental impact. Especially with all the rest of the trash left on the streets in
this neighborhood.

I came home today to find the University City Review dumped on my stoop. This time
it was sheathed in a plastic bag. For those of you not familiar with it, the UC
Review is an advertising rag with semiliterate articles that trumpet the progress of
gentrification in the University City Village. This week's lead article: Non-profit
organization plays vital role in University City's success --- turns out to be all
about the UCD. Last week's front-page spread was on the yuppie Abbraccio Restaurant.

Normally I don't mind glancing at the UC Review to see what dildos, vibrators and
porn DVDs are being featured at the Scorpio Adult Boutique. Advertising rags like
the UC Review, Philadelphia Weekly, and the City Paper add a certain sleazy flavor
to Philadelphia culture. And normally these pieces of junk mail are neatly stacked
at certain venues in the neighborhood, although they do tend to blow away and trash
up the streets -- I guess that gives the UCD more work to do to justify its
 existence.

But now that the Review has taken to lobbing its piece of trash onto neighbors'
front porches in plastic bags, the environmental impact is becoming more serious.
Maybe the neighbors don't mind having large quantities of cheap newsprint blowing
all over the streets, but plastic bags is upping the ante IMHO.

So I called up the Review and pointed out that somebody should tell the publisher
that his piece of trash is being systematically distributed around the hood. The
person answering the telephone informed me that the publisher didn't do that
himself, he paid somebody to do it. Yeah, duh.

I don't know what the legal penalties, if any, are for this kind of systematic
littering, and I'm not normally a
litigious guy. But enough is enough.

This is a program run by L I though information about it is not on the City's

I was able to get a copy of the form buy calling UCD. They faxed it to me. It would be
