I had the same issue with JMeter 3.2 , using Chrome.  I got it resolved by
invoking Chrome from command line with flag --ignore-certificate-errors
...This would get rid of the "Your connection is not private" error and i
was able to record normally after installing the certificate everywhere.

Apologies yes, should be other way round and indeed it does work the other way 
around for paths relational to {jmeter}/bin but trying to give a general 
understanding of what can cause this problem when switching operating systems. 
Obviously I failed.

One thing missing from the explanation is that JMeter does not test the 
application, it replaces it so you can test your service, in your case the SQL 
server.

You record all messages the client would send then resend the same (or script 
modified) requests directly to the service.

Screenshots are filtered. Does your soap need any certificate to validate
or any grant key or something ? Are you able to access the soap url via
web. Also check your request header.
