You might try talking to the JBoss folks, if you haven't already. When you do it'd be cool to add it to the known issues section of the FAQ (or whatever it's called). That's not the case. If the jar isn't present then the deployment fails upon reading struts.xml because the FilterDispatcher cannot be found.
