I think Master PDF Editor 4 will do what you want. It runs fine on my 
PCLOS KDE 5 (and ran on KDE 4 also). I haven't tried to fill in 
anything, but it is an *editor* so it should work. And it is available


in RPM format, which should make it easy for a Fedora user to install.

I suppose 2 questions pop into mind after reading your post.

1.  Can we assume you've started firefox in -safe-mode to eliminate an 
extension as
the problem?
2.  You've switched to chrome.  Is there something wrong with chrome that is 
making
you look elsewhere?

What is your "bill" which needs fitting to qualify a browser as reliable and 
secure?

I use Okular the most.  However, I have the same problem you have --
some forms work, and some forms do not.   Most of the time, it works
OK, but it seems that there's always some new thing in Adobe that
Okular and the others haven't caught up with, and those companies and
agencies that like to use the latest Adobe features make forms that
just don't work in linux.  I have about an 85% success rate for PDF
forms using Okular.
