First there is no need to copy a service to make a small modification.
You can use a override file. This is what systemctl edit  will setup 
for you.

Then in the override file you would just need two lines.
The section header and the attribute you want to override.

[Timer]
RandomizedDelaySec=2h

After you made the change did you do systemctl daemon-reload?
You can check what is being used live with systemctl list-timers.

Why is updatedb running now?

I copied /usr/lib/systemd/system/plocate-updatedb.timer to
/etc/systemd/system/plocate-updatedb.timer and changed
RandomizedDelaySec from 12h to 2h which is supposed to mean
it runs sometime between midnight and 2am.

It did work that way of fedora 37, yet with the same changes
in fedora 38 it is running at around 3:30 in the afternoon.

What magic am I missing?
