Hello Jerry, I'm not familiar with Xubuntu Linux, but in other operating systems, the default browser is a system-wide setting. So you should be able to change it through whatever tool Xubuntu Linux offers for controlling system preferences. EPUB does not support footnotes, and XHTML/HTML code exported by OO.o is rather terrible.
