To use OpenOffice Writer with any success you need to use its its Styles
feature, rather than Direct Formatting.

The Tallest Dwarf, comprises as well as the main storyline - of course...
extensive footnotes, which 'must' be presented to their optimum in a
 future production of the EBook.

You can modify the inbuilt Styles to match your desire. You will find a brief
exposition of these at
https://wiki.openoffice.org/wiki/Documentation/UserGuide/Writer/Styles
and on the detail in links from that page,

What is Open Office Writer for instance... I like Open Office, but
well... is 'this' really what I'd be better using?

I am quite reluctant to use Scrivener for creating the format to an EBook,
as well only not is the program difficult to comprehend, I do not really
 find the mechanism appealing.

There are two (at least) equivalents to Scrivener
Plume Creator at
http://www.plume-creator.eu/site/index.php/en/
and
oStoryBook at
http://sourceforge.net/projects/ostorybook/files/?source=navbar

Both of these are currently undergoing extensive rewriting. Of the existing, I
find Plume Creator more stable, although oStoryBook is perhaps slightly fuller
featured. The current release of this (4.9.14) is unstable so I'd advise using
one of the earlier releases.

But in the event that the work is complete and well ordered, there is no need
to use such an external application, whose main function is overview and
reordering of the sections of text. In the case of a well-ordered work, Writer
will give good layout and formatting facilities, good search and replace, good
spell checking. It also has the advantage that the file Writer outputs (in .odt
format) can be fed directly into Calibre, at
http://calibre-ebook.com/
which is the epublication converter par excellence.

Something has happened to my Java Run-time Environment. When I click on

(There used to be some, but something went awry.) How do I download a

You are in Windows 64 bit, OpenOffice is a 32 bit application and needs
a 32 bit Java Runtime Environment. I assume you have a 64 bit JRE
installed, this is the usual case when you use your 64 bit browser to
download it from java.com; it seems that sites does not allow to select
the JRE architecture and offers only the JRE according to your
browser/system; if so, try the Oracle site:
http://www.oracle.com/technetwork/java/javase/downloads/index.html and
download the JREWindows x86 JRE.
