I still get the 20% and 10% low battery notifications on my iPhone 13 Pro with
iOS 17, there seems to be no change to me.
If the phone is locked then as Bill said, you get the notification as soon as
you wake up your iPhone, if I am using my iPhone, e.g. just a few minutes ago I
was posting something on Facebook and I was tapping away in the text field when
the 20% low battery warning came up and I had to tap on “close” before I could
continue.
You can use the Shortcuts app to make customized notifications, I have one
which makes a double beep/jingle tone when my iPhone is on the charger and as
soon as the charge reaches 100%.
I am pretty sure you can assign whatever tone you want to any level of battery
level youwant, e.g. if you want to get a notification when you reach 30%. Just
Google “How to set battrery level alert using Shortcuts” and you should find
plenty of instructions.

Hello. I purposely have run the battery down below 20% to check what you are
discussing. When I unlocked the phone with the battery at 19% VoiceOver
announced low battery but without the tone we are accustomed to. I am not sure
if that was removed in iOS 17 or if it a peculiarity of the 15 Pro. At least
the low battery indication is there.
I am not sure if a sound can be assigned to the alert.On my former 8Plus it
didn’t sound unless I unlocked the screen.
