When that happens to my 4S (has happened 2 or 3 times), I just turn it off and back on and problem solved. Any network issues on iOs are mostly sorted by resetting the network settings. Go to settings, general, reset, reset network settings. I think the first thing I'd try would be a soft reset. Press and hold both the home button and the power button for ten seconds. See what that gets you.
