Ok, an apology, and probably one of the reasons I never did get to do mp3 on my 
iDevices:-
My suggestion didn't work, you can't save anywhere on the device from 
attachments.  I suppose they had their reasons.

so, sorry, I'll stick with the advice below, if I try this at all.

Ps: I'm not a supporter of Cloud storage either. Why were pen drives invented.

I didn't follow the previous discussion on this topic so I'll try to answer as 
clear as I can.
When using the native Mail app you always get some options how to download 
attachments. For instance, I just opened the message with 
the Excel file with it and when I double tapped it it opened in some kind of 
preview which I closed by two finger scrubbing.
I double tapped and held on the attachment and I got the various options, from 
copy to MS Excel, iCloud, DropBox, OneDrive, 
BlindSquare, SA Contacts tooption for saving which opened another menu with the 
cloud services I use and I can select any of them to 
save my file.
I don't know do you got the same options with attachments but you should find 
the desired file in some of the file apps you use.

Now I'm gonna take a guess, though bow to your superior experience if this is 
all wrong.

I've not downloaded, so not tried this,...   yet.

In the mail app,  under Accounts, for each known account, there's a bunch of 
folders likei inbox, sent, spam, trash,  and a few 
others like outbox or drafts for msgs that didn't go.  This is where I'd look 
for a download folder.  must send myself something and 
see where it goes.
