Yes, or you can flick left and back to the right since I have always had 
Voiceover speak everything when I was going to the right, but why not make this 
small change and it's fixed unless of course you have a good reason why you 
don't want to turn off Reduce Motion.

An alternative is just to tap the screen when VoiceOver merely says "Active",

the app switcher and flick left through your open apps Voiceover only says 
"Active, actions available" or something like that but it doesn't first say the 
name of the app you are on. I think on Applevis it said that it affects only
