It's in Voiceover Settings.
Remember you have a search box at the top of settings, if you know the name of 
a setting but can't remember where it is all you have to do is type its name or 
part of it in that search box.
In this case, if  you type "Always" the setting you want is the second search 
result. Once you find it, double tap on it and it will take you there, swipe 
right once and Voiceover will tell you where to find it, in this case it will 
say Accessibility > Voiceover.

You have full control whether notifications appear on the lock screen in 
Settings > Notification Centre.
Just go to each app listed, e.g. Apple News, Messages, Mail etc. and turn off 
"Show on lockscreen".

I looked for Always Speak Notifications in the Settings and on the Home Page 
(swipe down with three fingers). I could not find it to turn it off; yet, I 
know I've seen it in there.

Thanks! I thought about that but I think the easiest way is to just turn off 
speech with a 3 finger double tap!

I have another question. 

 

Other than turning off speech when on a call, how can I keep notifications
from speaking in my ear or through the speaker phone while I'm on a call?
This is very annoying! I don't believe this happened on my old iPhone 5S but
it does happen on the iPhone 8.

 

Anyone have any suggestions?
