In short, you have to have cell service to do what you want.

You can’t associate your iPhone’s old number with iMessage or FaceTime anymore 
since it no longer receives cell service. This is why your messages show up as 
from your email address.

If you only have WiFi and no cell service at all Facetime and iMessage work via 
your Apple Id.
This is also the reason why you can't text anybody using your Android phone and 
why people texting  your phone number on your Android phone can't send you 
texts. Regular text messages go via the cell network and not via data. 
iMessages and Facetime calls as well as calls or messages on Whats App, 
Facebook Messenger, Skype etc. go via data therefore these services work with 
WiFi connections only.

How do I fix it that if someone with an iPhone just wants to call my actual 
number, they are able to do so?
