As Richard says, time to upgrade. The bug about not being able to rearrange 
favourites was I think first mentioned by Mark Taylor and was fixed in 10.2. 
There is no reason why you should stay on 10.1, update to the latest public 
version or wait a few weeks and go straight to 10.3. If you read a lot of email 
on your iPhoe upgrading to 10.2 is a bit annoying because Voiceover does not 
automatically start reading at the beginning of the message body when you open 
an email, instead you have to either swipe through the header or touch 
somewhere in the middle to try and find the beginning of a message. That's why 
I said you might want to wait a few weeks since I'm sure iOS 10.3 public 
release is no more than 3 or 4 weeks away.

As Richard says, time to upgrade. The bug about not being able to rearrange

This explains why I can't move things.  Voice over is not stopping or speaking 
anything besides the names.  My wife says there is a squiggly line to the right 
of the names but voice over does not speak it or recognize it.

It works in iOS 10.2.1.
I wrote yesterday in response to Ralph's note. Perhaps it didn't go through.
You need to double tap on the edit button, then use the buttons that say 
reorder that are to the right of the favorite you want to move by doing the 
double tap and hold then sliding it up or down and VoiceOver will tell you that 
you have moved below or above another favorite.

Ralph,  I have not been able to reorder my favorites in the phone app since IOS 
10.  I think in one of the updates, after 10, it worked and then when another 
update came, it was broken again.  If anyone is able to make it work, I would 
appreciate knowing how.  I used it fine before IOS 10.

If you are using iOS 10 dot something, when you double tap on the edit button, 
you should find a button to the right of the phone number in your favorites 
that says "reorder", if you double tap and hold on that, then slide your finger 
down or up, VoiceOver will say when you moved above or below another number.
