Try this:
VO keys plus m, that puts you in the status bar, then do Option key plus 
up-arrow, which is the same as a three finger flick up.

action in column 1, the keyboard command in column two, and the finger gesture 
(if one exists) in the third column.

 Hello I hope this gets to someone that can help thank you not really sure how 
to do this email thing I do but I keyboard and for the first time, I understand 
the up-and-down arrow keys and I know where the enter key is in the is there a 
voice over command, you were mentioning the control, with the options I believe 
where is the control key and what is the office key sorry I hope I’m not 
sounding dumb dummy dummy, thank you for any help in any suggestions I’m 
totally blind, using a keyboard for the first time I’m not sure how to do it

It would help to know which keyboard you have.
But, the VoiceOver Keys, or often called, VO keys, is Control plus Options.
Where the option key is depends on which keyboard you have.

There is not a single key command. That is what he was showing you.
VO+m takes you to the status bar
Option+ up arrow  opens notifications 
If you open the status bar and then press option + down arrow it opens control 
center

I am not Richard, but I can answer your question. The VO keys are Mac lingo, 
meaning VoiceOver. So many of the commands to get VoiceOver to do  something 
are preceded by holding down the control and option keys. The control key you 
know, the option key is the windows key in that world. So, as it were, hold 
down the control and windows keys, now called VO keys. So you know, the alt key 
is now the command key. What I just wrote is true if you are using an Apple 
keyboard. If it is a windows keyboard, I think it is that the option and 
command keys are reversed, option being the alt and command being the windows 
key. If you are using a Windows keyboard, and aren't ever going to use it as a 
Windows keyboard in  the future, you can remap these two keys to take on the 
Mac pattern,  if you wish.

You can always use caps lock key as the voiceover key in place  of control and 
option key combination.  If Caps lock key does not work for voiceover commands 
then you can enable it from VoiceOver settings in modifier keys

Thank you, Arnold for making all this clear for me. I'm not always that great 
with what some abbreviations are for, there's so many of them that people go 
by. Also thanks for explaining about the keyboards I'm going to save this

  I am not Richard, but I can answer your question. The VO keys are Mac lingo, 
meaning VoiceOver. So many of the commands to get VoiceOver to do  something 
are preceded by holding down the control and option keys. The control key you 
know, the option key is the windows key in that world. So, as it were, hold 
down the control and windows keys, now called VO keys. So you know, the alt key 
is now the command key. What I just wrote is true if you are using an Apple 
keyboard. If it is a windows keyboard, I think it is that the option and 
command keys are reversed, option being the alt and command being the windows 
key. If you are using a Windows keyboard, and aren't ever going to use it as a 
Windows keyboard in  the future, you can remap these two keys to take on the 
Mac pattern,  if you wish.
