My best solution is to remove the contacts. I can now prevent them from 
syncing. You mentioned the settings app. Can that simplify removing  contacts? 
I really would like to scroll through a list of contacts and flick up or down 
to remove a contact instead of having to open the contact to delete it.

Why don't you just set up your Outlook account on your iPhone, that way 
whatever you change on the computer in Outlook syncs to the iPhone as well.

Give this a try:

Go to the contact  you want to delete, but don't open it or anything, only 
highlight / select it.
The easiest way is to do a single finger triple tap on the contact and you 
will find the Close context menu or delete button, or do a single finger 
double
tap and hold on the contact and you get the same options.  They're either 
Close context menu or Delete.

Why don't you just set up your Outlook account on your iPhone, that way 
whatever you change on the computer in Outlook syncs to the iPhone as well.
